This is an excerpt from the evidence of Col Richard Kemp CBE to the House of Commons Select Committee on Business and Trade on 24 April 2024. Based on first hand observations in the Gaza Strip as well as his extensive experience as a commander of British forces, Col Kemp explains that the IDF takes great care to avoid civilian casualties, going far beyond most militaries, and risking IDF soldiers' lives in doing so. He also observes that the ratio of civilian to combatant deaths is very low, given the complexity of the situation with Hamas fighters within the civilian population
